Key differences:
* NPC countries can stockpile money, bushels, or tech depending on market prices.
* Techer NPC countries will no longer accumulate money forever.
* Casher and farmer NPC countries will no longer accumulate tech forever.
* Indy NPC countries will be able to build all of their acres.
* I believe NPC countries will reject any ingame alliance requests.
There will be a bit of erratic behavior during the final round of this set because many of the NPC countries are playing with the wrong strategy, but this should not be an issue starting with round 99.
