I suggest that medical technology should decrease the losses a country suffers from special attacks, in addition to its present effects.

I suggest that spy technology should either increase spy production, decrease spy upkeep cost, or decrease spy losses, or even more than one of those, in addition to its present effects.

Maybe spy tech could also reduce the failures on a "Spied Out" country

if we could still spy/sr/cd spied out country then spied out would lose its meaning.

Spy tech needs to be more useful, so reducing spy loses would be a start in the right direction

It wouldn't lose its meaning. It would require you to invest in Spy Tech in order to have increased successes after a country becomes spied out. I'm not saying, make it like the country isn't spied out. I am saying, it could increase the successes from 5% or whatever it currently is for spied out countries, to around 25%. Which in turn, would make spy tech more useful and sought after in countries.
