while killing a guy we had chems kill less than 25 pop but were not kill shots. He still had over 300 pop when the chems were sent. Here is the news of the CMs and the final kill. The amount of civillians killed by a chem is directly related to the attacker's current population.

when mehul launched earth council there were several under 25c chem hits but those countries weren't dead although mods thought so.
