I think it needs to be changed to military strength. Also I think it'd be better to be only 5% bonus, but apply to both attacking and defending so if it's activated, until you spend 30 turns it'll still apply.
At 10%, there is no way to defend you country now. Unless you wipe out your opponent completely so they can't retal back. This is with regards to solo servers.
On the alliance and team servers, first strikes are more overpowered because there is no corresponding defense bonus. So if you hit first not only do you do more damage but you can do more overall hits than before because the readiness loss from breaking will be less.
It unbalances the game in a bad way at it's current format, just my opinion.
