I think adding new country types with new advantages.

I would love to see making the main govt's (commy, fasc, dict) be a bit more biased - i.e. - dict + 35% military strength.

I would love to see some new country types with are quasi (i.e. - add the dict and commy together) and lower the gains.

well the concept of being able to dual govern is interesting some of the bonus' are not easily halved

turns/attack off the top of my head, maybe everything else would be though

maybe a gov`t can be created that focuses on turns or warring.

-What I mean by turns - it gives 5% more turns than other gov`ts, or only that bonus applies when it uses certain attacks (i.e. - every 100 bombing run it gets 5 extra turns)
- It gets a bonus when it uses specifc attack types (i.e. - missle, bombing run, kill run)
- It gets a bonus or efficiency for certain types of techs (i.e. - warfare + 2.5%, SDI +5%)

hmmm

like picking bonuses and penalties instead of governments?

would change the game completely :p

Being an old Text RPG player

We could have 30 sets points for each country and several "Skills" in with those points are used... for example

Attack: (Normal 0 Points = 4 turns per attack)
Level 1= 5 points = 3 turns per attack
Level 2= 10 points = 2 turns per attack
Level 3= 15 points = 1 turn per attack

PCI: Normal 0 points = -25%
Level 1= 3 points = -15%
Level 2= 6 points = +5%
Level 3= 9 points = +15%
Level 4= 12 points = +25%
Level 5= 15 Points = +35%

and so on

"Skills" would all start on negative ground, and only way to get them to positive is to spend points on them...

is this what you all meant?

that is one approach that may work - or its something that is set in stone at the beginning. Its just changing existing country parameters, or making new parameters

the obvious change to allowing ultra specialisation is you force ultra specialisation

if exploring works better with a +40% explore gov than the current +20% gov then anybody planning on being allx has to use the ultra specialised gov

same with any other form of ultra specialisation

If you want ultra explore bonus

then your country will take 4 turns to attack and have some serious military weakneses...

would spice the game a whole lot as no countries would be 100% alike, and would force a complete redo of the game.

But I think is the best we can do, people like to make their own fluff, maybe kill express and make a server called Beta Server, in with everyone has to pick country bonuses at the start of the game, or go with pre existing government types, and use the "Beta" Server to balance the points each bonus should cost for their introduction on other servers.
