did this for fluffs and giggles to try'n grab some off a guy with TOOOONS, this is what i got.

FYI he had 489,249 tech points when i tried this.
so I assume there is some kind of bug. oh, and i did have tech myself. not a lot mind you, but some

ah, i forgot to check this thread, and the country died.
I will try a few more espianage tomorrow and see what happens.

is there a penalty for attempting to do it on much much higher NW targets?

The amount of tech you steal is determined by the relative amount of each in each category. If you didn't have any SDI and your target had 1000000 you would still get nothing.

yes, if you don't have that tech you won't gain it either.
