Instead of gdi how about an option to join police, bypassing typical gdi rules and allowing us to kill offending countries. To prevent abuse the country that was initially hit can spend 5 turns in the war room to send a new attack. "pass to police" then allowing police to kill/maim the target. Or decide the retribution of an ab attack was fair. I assure you the police is an idea of good. If the police decide the retals were fair 10 abs to 4 lgs, the police chief can then spending 1 turn in the war room "Release suspect" returning the country pre hit to reset gdi rules
