I know you fellows are planning on doing something about the ghost acres, what I suggest is that during a landgrab, make the amount of ghost acre buildings captured based of the % of buildings you have built.
Say you grab a target with 100% buildings built, you get full land and full ghost acres. If you have 50% land build and do a grab then you get 50% of the ghost acres. This will continue down to if you have say 5% built, you only get 5% ghost acres. This will allow pretty much everyone to take full advantage of ghost acres with hardly any penalty to themselves, and at the same time stop people from exploiting it badly, as most of the super landfat countries have very low buildings built. This would almost cripple the ability to generate land on your own, but at the same time allow people to do it to a fairly large extent, just not a ridiculously large extent.
