You beat a country in war, you receive a % of that country's profits, but none of it's expenses.
For instance, Country A wars Country B.
Country B wins. That country has to split the rebuilding costs of Country A. From that point forward, Country B receives, lets say, 15% of all profits that Country A receives.
Country A can continue to fight for its freedom, and if achieved, would no longer have to pay Country B, and will not allowed to be hit by Country B for 72 hours while it rebuilds etc.
Will never happen, but would certainly be more interesting than just taking land or killing countries.
