I'm not against the idea, but I don't think it's necessarily a great idea to tune folks into good strats too quickly.
There is something to be said for learning why you're doing something before you do it, after all. I learned a lot from running crappy strats and learning as I went (although NA's strat library was a big help). Needing to learn pushes people to clans that can teach them, which leads to them staying longer.
You yourself said you will be changing your tax rate; clearly this is not some cure-all tax rate that eliminates the need to ever change.
Most new players will not spend time experimenting with different tax rates - they will pick based on some real world ideology and some will get lucky and most will have bad tax rates that puts them at an even bigger disadvantage.
Furthermore if people don't know that they need to learn then they won't they need to learn and they definitely won't join a clan for the purpose of learning how to improve.
