i don't think this is a bug, but it is not exact either.

troops are .5 nw - why do i have to buy 102 troops to move 50 points nw ?

.49 or something?

just did jet / turr too -
100 jets gives you 59 nw - so not .6 either

Cash=has some (but small) NW.

As well NW is always rounded down.
0.99=0.
0.0000001=0.

So is small numbers that might play an effect.
