If none of the developers are doing anything (or just too busy to do anything); release the code and let people take a shot at patching things up to help improve the game. The game admins can still stay in control of what is implemented, OR you may even see new forks pop up.
Its not like the game devs are in this for any kind of financial benefit.. who cares if the code isn't the 'prettiest'. At the very least it could be an inspirational piece for budding software developers to study/build off of.
