I really like Detmer pop kill formulas changes, because:
First: being able to accurately rebuild your country in the best possible way, will be more important than walling or restarting.
Second: Those of us with demanding jobs can have some sort of effect in a war, besides being easy kills.
Third: Will change the game for the better.

However, such a radical change would cause a huge unbalance on the game, without the proper changes to support it.
First:
Guerrilla Strikes:
Logic: Troops Brigades infiltrate the country borders and attack the cyber villages, killing population and destroying food storage facilities.
Present: Kill population and destroy food bushels.
Change: Kill population and kidnap/capture an small % of it, this extra working force will come as a little improvement of PCI/Production and can even have greater effects on certain governments; bushels would be destroyed in the same way.
This could potentially make Guerrilla stikes become more of a Net + than a Negative, so to limit it you would have to declare war on a country before doing any Guerrilla Strikes. (Declare war cost should be detrimental enough to avoid people GSing each other for fun and kicks)

Limit declarations to 5 wars instead of 1
Increase Duration to 96 hours or Dead.
Decrease cost to a quarter of actual cost per turn.
Civilian Regen:
Make formula public so I can think of ways to change it :D
