how can u fail if he has 0 spies?
i can see having some sort of DR. but if the target has 0 spies, you should never fail imo. how do his non-existent operatives stop yours?

also, i bet you lost spies failing that op too, lol. a lot of people have been trying to get the spy formula adjusted...

i just want to kill some enemy spies when i lose thousands...

We started with a set of principles and created a spy operation success formula based on those principles. One of those principles was that a country should never have a 100% chance of successfully carrying out a spy op. Against countries with 0 spies, the chance of failure is very low (less than 5%).

We are currently reviewing that formula.

not sure what your saying here, cause even if u fail 200 they dont gain any...

but it gets to the point where there was a few of us CD on a target with 0 spies for rediness.
but his "spies" would stop like 9/10 attempts. we would never LOSE any spies, just says " you lost 0 spies"
so its not a huge deal there. but its still stupid that u can fail when he has 0 spies.

also, selling spies on public would be epic,. like a merc army haha
