what's the point in limiting the number of PS to 5? seems like if we removed the limits (and just keep the time penalty), we'd get better grabbing returns and penalize low defense countries more.

I can't think of a good reason to allow more than 5 PSs. In order to have that many PSs out at one time, you either have to be bottomfeeding or hitting a no/low-D country. In either case, you are free to do as many SSs as you like so just do 4 PSs and a bunch of SSs.

5 PS/5 Generals sounds like plenty... the largest country the game has ever seen was a little smaller than the state of Montana (a little larger than Germany). That is about 3,000 times larger than the an average "good" country. How many generals is your population of 300,000 going to have?

This is something that I consider strategic and unbroken.

If you need generals for PS why don't you need them for standard strikes? Are SS just troops going ape fluff on their own? :p

More or less but not entirely on their own - generals are present but there is no planning ;)

You do need them for SS. If all 5 are out on PSs, then you cant do any SSs.

why not remove the limit and start at 20 hours. Each attack after would take two hours longer to come back. So 22, 24, 26, etc.

Or raise limit higher and still use some form of panalty for using a lot of them.
