Its landsize is decent, its bpt is very good, and its government is one that is very flexible and capable of playing a few different strategies. So you've got a lot going for you.
As you are a democracy, your best options are to choose Farmer, Casher, or Techer. Given that techer is one of the most challenging strategies, I would recommend playing either casher or farmer.
As a casher, you build most of your land as enterprise zones and residences, and you focus on purchasing business and residential techs above all other techs. You do not have any military bases, research labs, farms, or oil rigs on your land, as you purchase any food, oil, military, or technology that you need. You do keep a handful (around 5% of your land) of industrial complexes around at 100% spy production since spies can only be produced, not purchased.
As a farmer, you build most of your land as farms, and you focus on purchasing agricultural technology above all other techs. You do not have any enterprise zones, residences, military bases, research labs, or oil rigs. You sell all of your excess food on the public market, for anywhere between $35 and $60 per bushel, depending on the prices, and with this cash you purchase all of the military, technology, and oil that you need. Later in the set, you may end up with such a large military that your income per turn is negative, but your income from food sales will permit this to not be a problem.
