You need an institution with checks, balances, and transparency. There should be high punishments to both the bribers and the bribees, a citizenry that has the ability to hold the government accountable, and an independent inspector general. That will help reduce but not eliminate corruption. Probably corruption will exist as long as we have the human factor present in politics. Once Skynet takes over, all will be well
