I just tried it after reading this post to see if my spies were still special. They stole money this time. So maybe last set they were special.

I suppose the question is, do they destroy more than they steal. If your purpose is to cash starve the enemy then maybe destroying does more harm than stealing (assuming you don't mind not getting the cash?)

Stealing cash from bots as a fascist farmer is a good time for me. Just make sure you have a min of $400 m on hand when spying those rich suburban bots with $2b on hand

It’s the cash on hand. Landgrabs also factor this into the equation. I made a landgrab with a tyranny once with 1.5 billion on hand and took $90 million, the most I think I’ve ever made in a single turn on express.
