there are ways around that.

you can lg the netgainer as many times as you want, gdi or none. if he then hits you back once, you can accost him with more landgrabs. If he hits you back the second time, you can then war the man to your hearts content.

You need to get in a position to fight before you can start one. That is what the rules have accomplished.
