is this a bug? i havent played express too long but im in GDI and i cant get a spy op on anybody without declaring war. and yes they are the same size as me

in the last 6 hours you cannot make any attacks while in GDI

You can only join GDI if you haven't attacked or done a harmful spy op and cannot leave after joining. In the final six hours of the game, you will not be able to engage in any offensive actions against countries that have not hit you at least once.

thats not completely true

i was able to spy 3 different people out of trying a bunch, and none of them had hit me

i was only retalled all set and none were countries that i have hit


but at least i know the basis

It's only in the last 6 hours that you're restricted to people who already hit you. Before that, you can spy or attack anyone, just certain types of attacks are off limits.
