Planned Strike... any smart guys able to tell me what I over sent by?

I think the defense loss is somewhat random. Offense loses 8% but defense can lose as little as 4% or as high as 8% I believe.... I've never seen this spelled out, I'm stating from a couple Sets of experience grabbing in FFA.

Andrew is correct, defense losses are almost completely random on a successful hit. The more successful hits, the better the roll for a low loss. Defense losses on a failed hit are a lot more reliable, and unless in hard DR, tend to be close to the 8% minus medical.

I was hoping there was a formula so I could save spy ops.

There sorta is a formula, most npc countries of the same strat and same gov type, will have similar defences (And they are allied with countries that often will double their defense, if you arent hitting the highest NW ones). You cant really go wrong with 1 jet per NW (target country is 7m NW, send 7m jets) if you have no bonuses or penalties by gov or tech. This will cause you to oversend on some cases, but it will speed up grabbing 5x over. In addition you save the turns that you would have spent on spying, which makes up for the oversend some.

To elaborate on the above, if you are sending a PS divide the amount by 1.5. If you have enough excess offense in allied countries, divide the send by 2. If you have weapons tech, calculate it appropriately.
