I have to say "sorta" to this. I mean, if both clans start out with relatively similar ANW, and one is beaten down to 400k while the other is holding at 3+Mil ANW, then that side has done a good job of beating the other down, and you could probably pretty fairly say has "won" the war regardless of how many kills have been made.
BUT...
'Round here, you have 16 countries to lemming down an 8mil NW country and kill it. Sure, the other side will probably kill your countries at a ratio of 2:1 if that's your only option, but when the other side is killing a 300 member clan, it's not exactly hard to get a country big enough to get into range and keep killing breakers/bigger countries....which tends to level out that ANW disadvantage a bit.
So yeah, Kills aren't everything....but they are just as important a stat as ANW in FFA.
