I suspect foul play. I have all my countries pacted with research allies but none of my countries are able to obtain tech points as usual. Why?

It is because you need to have some tech to get tech. It is further limited by a maximum you can tech per batch. Go buy 1k tech points of everything in your non techers, then just tech one turn at a time until you are getting the correct amount of tech sent to your allies.

So many ways to die, only one way to live...
