While it seems ridiculous, war clans usually do outgain netting clans right out of the gate. Especially if they anticipate an early war (not sure if that's the case for either of you, of course).

yeah, war clans will spend their money buying military instead of tech and such. Also warclans will have a lot fewer cs early on so in the short term netting clans will always be behind.
