Might I suggest that Tyr/Dict gov't types are immune to this penalty? Perhaps instead citizens can riot for 3 days against the current Dict/Tyr government, costing mil and civs instead?

New rule, if they riot againsta Tyr/Dic, then the govt automatically becomes a Theocracy.
