It does affect it, on failed attacks for special attacks however it does not. Successful, the defender takes far less losses. For instance I can hit a 500k troop target with say 510k troops, he will lose about 30k ish troops (if he is in a bit of DR), and I will lose 40.8k troops everytime.
Doing that same attack, I could send 490k troops, he will lose just under 39.2k ish, and I will lose 39.2k.
When a failed attack costs the defender more military then a successful attack, and military losses are at 8% at most in either case, that shows that successful attacks losses are diminished by DR for the defender.
Very easy to test, and I have done it hundreds and hundreds of times breaking in the last few months.
So many ways to die, only one way to live...
