Sounds like a good idea for another server. I like it.
Full accumulation of stuff may be too much, a 40k country would have a fair bit of stuff, usually, but 50% I think would be a fair haul. Keep in mind that during war, lots of resources get destroyed, specially from the losing country lol so 50% of everything would be a good number.
You'd need to give a proportion of those resources to each country that participated in the killing. ie. if one country did 50 hits, and another did 20, the first country would get (5/7)*50% of the resources, and the second country would get (2/7)*50%.
