What llaar said, plus even with uber spal, there is still a chance you'll fail the occasional op. I was spying targets w/ like 5-10 spal while mine was at 200+ and I would still get the occasional bounce.

For instance, when I spied Hellrush (who had crap spal), my spies all came down with ADHD and forgot how to spell their names on their forged exit visas, thus getting them caught and executed.
