So we don't know there is liquid water but we think there is frozen water?

For liquid water it would have to be above zero c of course but is there enough oxygen in the atmosphere to create water? Or if there is liquid water the water hasn't evaporated for a billion years? Would the water have a stupid high level of not hydrogen and oxygen and would it not be drinkable (read fresh) water? Would carbon dioxide find itself harmful into any potential water?

Ok, so water is water is water which is generally not dependent on the amount of H or O2 in the atmosphere because oxygen and hydrogen never appear in nature in their elemental forms. This is why you smell ozone after a lightning strike. It takes a hell of a lot of energy to isolate oxygen. If plants quit making it - oxidation of mineral matter would deplete the atmosphere of oxygen. Hydrogen is even more reactive, we have to apply chemistry and add energy in order to separate it from water for our use.

It has been theorized that once upon a time mars had an atmosphere that was thick enough to allow water to exist as a liquid. We believe this because we can see features on Mars that are pretty obviously erosional. Water in the form of ice doesnt evaporate, it sublimates, which is a slower process that can be made even slower by confining water in a geologic formation. Its also possible that there are geologically active areas on Mars that might harbor liquid water which might also be a potential shelter for life.

Theres plenty of oxygen on Mars. Not much O2 at all in the atmosphere, which is mostly carbon dioxide(CO2 -thus containing oxygen), but in the minerals that make up the planet for instance the iron oxides that give it its red color. Mars like earth has a lot of silicon oxide as well.

Water is present in three places;
in mineral hydrates
as solid water ice
in trace amounts in the atmosphere

Some hydrates can be over 50% water by weight, so there could be considerable amounts tied up in that.

In order to turn the oxygen plants are pumping out into a stable form that won't quickly be bound up with iron or carbon you need to heat it up to 30K degrees and force it to bond with itself. The reason Mars is red is because the free oxygen all combined with minerals to form oxides, tl,dr Mars rusted.
