Actually it was the US that first gave Iran its first reactor while France set Israel on the path to nuclearization. At the time Iran didnt have the expertise to reverse engineer or build a reactor of their own. It wasnt until they got involved with the Russians in 90s where they started to transfer the research and technology to Irans scientists.
