We can only do 50, and spy ops require alot of spies and upkeep which becomes expensive for a netting country, so there is a cost to your own netting vs hurting only one other netter anyway.

You could argue an entire clan picking on one player, but then there are DR, and it's not worth the cost to the entire clan...
