So my 16 have to play individually to make my finishes legiit? In that case if any of your countries are allied to each other, none of your finishes are legit.
Obviously what I am saying is a crock of fluff, but nowhere in the rules does it say that if one is going to netgain on this server that they have to spread out their dedication to all 16 of their countries, nor do they have to devote it to 1.
The amount of dedication you put into 1,2,3 or all 16 of your countries is up to the individual. You might give a fluff about how well you finish with each one, but I personally care about my final rank with 1 (and obviously that goal is to finish rank 1).
To each their own.
