This is confirmed. To clarify, standard pacts with allies will still be honored first as they contain clauses/ specific details around retals. This is designed to deal with unpacted/untagged countries during the final destocking / stocking phases.

As always, MD will work through normal FM channels and view all things on case-by-case basis in the fairest manner possible :)
