Misleading title is misleading.

'He faces Police Act charges of insubordination, discreditable conduct and neglect of duty after a civilian alleges he was rudely treated on the Victoria Day long weekend in May 2011.'

Which probably has to do with this:

'Duguay complained that Muirhead dropped his leather motorcycle jacket and his eight-year-old daughter’s motorcycle helmet onto the dirt without apology.'

Looks like the citizen is upset that a jacket was allegedly ruined by the cop in the course of doing his duties. Those allegations may or may not have any substance behind them and will come to light during the investigation.

To put a title of 'Black cop charged for being target of racism' for this article is downright stupid. How would that even be a crime? Get real. Anywho, makes me think of this quote:

'Everyone in this room is now dumber for having listened to it. I award you no points, and may God have mercy on your soul.'
