70% is far, far too high. It needs to be much lower (think 30%), that then ramps up to 60-70% if you take the time to defend your country.

Still prefer the old system though. This just seems like a cheap alternative to other methods (you mention you don't want people to lose their countries in 30 seconds - so make changes that reinforce that, rather than just massively boosting the amount you get on country restart to stupid levels).
