I seriously doubt he is a cheat. The system has proven to do false positives on legit players before just because a family has one computer and was new to the game. If all the players who messaged me in game stuff like "I KEEL U IF U GRAB ME" or "RETAL LOLZ". this player was actually nice and telling me how to fix mistakes I made with my country!
