Depending on what you mean, but yes they need to be more precise on their ability to gain 20% more..

So basically they don't get 20% more in the beginning of the set when the gains are limited. And once the gains are not limited by own resources they do. Dicts get their extra 35% buildings regardless tho(The limit is multiplied by dict building bonus). This points to an error in the implementation in the code which I have pointed out before as it does not align with the wording of changeset 18/19.

if you were 300 acres and hit a country that was 3000 acres back when we were running changeset 17 you could get 200 or even 500 acres in that hit. But now you are limited to 10% of your total buildings as max gain on a PS or SS.

In the beginning that means a PSing tyranny on 500 acres(fully built) might gain as much as a 500 acre commie who is SSing the same target right after. Each get 50 acres maximum. The way around it is to quickly get enough buildings that none of your grabs are limited by it, and that will happen on its own a few hundred turns into the reset, but it will happen faster for SS than for PS and it will happen at a lower number of total buildings if you are not a tyranny.
The limit on gaining 10% of any resource you capture in a grab is also there, that goes for captured cash, tech, food etc. Captured buildings have a lot of possible limiters so its a bit more complicated, albeit somewhat similar.

So the change nerfed most grabs, but nerfed tyranny and planned strikes more than other govts and the standard strikes. And for most non-suicide players it is mainly impactful early on.

no its the "+20% Attack Gains".

You see if a grab with a monarchy would be 101 acres, but that Monarchy is 1000 acres all built, he will capture 100 acres, because he is limited by it's buildings.
If a tyranny of 1000 acres all built would do the same grab from the same acreage he would still capture 100 acres since he share the same number of buildings. So effectively, the +20% Attack Gains bonus is nullified early on.

I mean tyranny is good anyway, but this is a silent nerf to the tyranny government.
