i was just wondering what does it mean what it says theocracy has a 40% build rate. Does my construction go up.I need an example if somebody could help? Thanks.

It means you can build 40% more buildings per turn in the BUILD page compared to other governments with the same amount of Construction Sites.

this manifests by it taking only 3 construction sites to improve your buildings-per-turn by 1, instead of 4 construction sites with all other governments (which is really very significant and a superb bonus)

you need less cs's for same bpt as others (non-dicts) and only slightly more to leave others (non-dicts) eating your dust (323 cs's to get 120 bpt when for example rep gets 80 bpt with 300 cs's).
