nope, only ss ps gs br and maybe ab attacks.

Luck bonus does help, I played with it on FFA and the countries with luck over 10% developed missiles quicker, I heard somewhere before it does not, but I know what I saw and I stand by it :-)

its hard to test but sure in theory luck gives more missiles but doubt it affects missiles returns.

I think military strat should be more briefly explained in research or buy tech page. it's too vague..
