agri has a higher percentage that it maxes out at. so when you factor in rounding, one will be maxed before the other.

pretty simple. you arnt actually maxed, it just rounded to maxed. buy more.

small rounding difference, b&r are at 187.96 while agri is at 242.94 at 1.4m pts and b&r get maxed at 1.77m pts while agri needs nearly 100k pts more.

not worth to buy 300k techpoints at this point of set.
