In alliance it says it takes 4 to 5 hours to be placed on the market. Is that a random thing or determined based on the market i.e. supply, price, etc... What determines if it is 4 hours or 5 hours or anywhere in between?

between 4 and 5 hrs, avg is closer 4 hrs than 5 hrs.

If it is both random and closer to 4 it either means they are drawing from a non-uniform distribution or it isn't random

It seems to me that when I'm playing the market (pulling and listing a lot of goods in a short period of time) that things post slower. It could just be me but nearly everything I listed in the last reset of Express seemed to take 30 minutes.

That is fine, the question still remains:

What is the probability distribution over [4,5] that they are drawing from. I assumed it was uniform. If you are right, that is not the case.

where the rand_zero_to_one() is a mersenne twisteri believe
