It's going to depend on the player more than anything, but republics the highest. It's also dependent on landgoal. If you just want to get to 15k and tech out, you only want to do the first batch. If you're trying to be a fatass casher, the second batch from 3800 acres is probably a good idea.
I'm planning to run all-X this round personally, we'll see if I can avoid having to retal.

Declare war is still there, I don't think it bypasses humanitarians range but it does give you an attack bonus IIRC. It's mostly a thing for other servers at this point as far as I can tell, as GDI works differently on alliance server and team server.
