It would be hard to determine, so many variables.

Sodawater is the best player I have played along side. However, he would not have walled that many hits in this current set, because of the rule changes. Under the the rules he did it, to me walling was the easiest it's ever been and really extended kill runs. As long as you are available to get on. You buy up and their returns are horrible. It was a kill run stopper.

I think restarting should be included. And quite frankly past the first ~300 turns or so (depending on your strat) FFA isn't that hard. Using the control panel to buy and sell good saves a lot of time. I have warred quite a bit on Team, Alliance and FFA. Many times I spend the least time warring in FFA.

But I didn't spend to much time in FFA, I thought FFA was scum at that time. I was only playing FFA to try and get recruits for 1A.

Ah, that's a good idea too. Something to make it more worth it would be nice. I ran some numbers on SDI.

Let's say the defender has 90% SDI
After 40 successful cruise missiles, at a 2% loss per success the defenders SDI would drop to 40.11%
After 40 successful cruise missiles, at a 3% loss per success the defenders SDI would drop to 26.61%

I actually found it easier to wall, when you could purchase military and it lowers their returns.

Also a few ideas!

Don't forget to fix Spies:
The fact that a country with a SPAL 5< can go into Spy DR in about 30 - 40 turns is ridiculous. If you insist on keeping Spy DR, at least make it on a curve. If this change seems ridiculous to everyone else, let's at least reduce the cost to keep spies. Also, bring back stealing food instead of burning it.

Adjustment to missiles:
Chems - leave alone
Nukes - adjust slightly so it's possible to kill with them, similar to a Chem, but takes more to get the job done.
Cruise - let's finally make this a missile actually worth using. Let it continue to take away military, but for each successful hit, it destroys 2-3% SDI
