Sounds to me like this is a case of every alliance being allied to each other and not being able to diversify their target portfolio.
How many netting rounds has the alliance server had?
How many untaggeds are there?
There needs to be war. That way, there won't be any pitiful tactics like this (whether it is legal or illegal). War will help the market get back into shape. It will help foster healthy competition. 3 netting resets in a row will just be... boring, which is clearly the case now. In fact, its become SO boring that EEVIL is starting to get creative with obtaining ghost acres.

Getting creative to get land? There were always two ways: explore or grab.
A server war would probably be the best thing to happen. It'll spice things up in this server. All the politicking and alliances. While "fun", is killing what's supposed to be the real fun, warring and attacking.

So if you don't want internal farming... war it up. This wouldve been a decent reason back then.
