I would think this is a matter of whether or or not the determination of inactive is derived from player communication or in-game evidence.

For example, I do not feel it's unethical attack a country because one notices unchanged numbers for a period of time. There is still a risk/reward calculation in attacking. The inactivity may be temporary.

If the announcement is made in a public forum, more of a grey area, probably unethical in the sense that it's not the same type of public information as in-game numbers.

A dictatorship has a "halo" of intimidation and deterrence. When I was on my first few sets as a D or R I was eaten alive. As a dictatorship I was hit less often and when I was hit it was easier to hit back. Playing as a dictator gave me more turns to spend growing instead of defending.

While I haven't figured out how to use the +32% building capture bonus to outweigh the -30% decrease in build rate for a netting advantage, I think it's a fun government to play on express server.

With no food available on the market I decided to sell off what I had in lieu of using it for turns.

I already had some food on it's way to the market when I did this.

Turns out the bushels were not going to make it to market in time, time to market exceeded time remaining in the set.

The initial bushels made it to market and were sold. I checked my items in route and noticed the second set of bushels were no longer there.

In the end this didn't hurt me since I would did have had enough food to recall the bushels, but I'm curious if this is expected behavior or a bug.

Spy for alliances and then spy their defensive allies and include in your calculation

If you don't want to be bothered with that send twice the amount of jets

I see your point, but I don't see the situation as hopeless. Look at the numerous SS from #68. There are more options than either doing nothing or hitting back only once.

If someone hits me because I have a high turret count or because they don't like me, I can hit them back too. I'm not worried or afraid of this, I think it's part of the game. It's this unknown factor and risk/reward decision making that I find enjoyable.

Is it easy to purposely stay in DR the entire set, as its own strategy, without cheating/colluding? I think it may be difficult to reliably reproduce on a regular basis.

What I fear is that there are others who think this way but plan to be on the opposite side of the fence from where you stood.

If this type of strategy is successfully planned for, sans cooperation, I'm not necessarily afraid of that. Adjusting my own play so that I come out on top or deter from being top fed in the first place makes me stronger and weakens those who are unable to do so.

The competing objectives drive the dynamic nature of my experience week to week and the resulting complexity is something I enjoy. If every set played the same and always required the same mechanic you do this and I do that repetition I'm afraid I would get bored.

I have to admit that did sting, but there was also a lack of experience on my part with how to optimally respond to the DR situation.

Next time I will adjust and consider the merits of hitting multiple times or timing it better. I had other options in how I could respond. My choice to join GDI also played a factor in this situation.

Barring collusion/cheating, I don't feel like I was a victim. I will learn from this and try to use this knowledge to make better decisions in the future.

I enjoy the level of strategy and thinking that is required in situations like this. This is one of the reasons why I find EE to be so much fun.

I retal to deter future attacks. It is not my intention to purposely ruin anyone's set, nor is it to fool anyone into hitting me. I would rather not be hit.

It's pretty clear that I'm playing too fast and loose with my startup. Still learning from mistakes and adjusting as I go.

When I retal'd blid I had plenty of turrets and over a B in cash. I'm such a noob. After I bought out troops on private I accidentally millions of barrels instead of tanks with the leftover cash. This obviously hurt my finish.
