I don't have a particularly strong opinion, but I would like to voice a potential concern. The new numbers you propose may be well-deduced, but the changes seem pretty large so it is worth being a bit careful. For example, .25% to 6% for luck is an especially significant ratio of increase.
Have you taken into account the higher number of stocked turns in express? It seems to me that this condition causes all the bonuses (all else being the same) to be much more powerful. For example, with these proposed numbers I can hold turns for two days, and just about begin with roughly -57% building costs.
