I try sending military and I have enough oil...

I'm doing something wrong...

I go into the War Room and Declare War is not an option from the dropdown.

I click the "Refresh Military Information" button at the bottom and then the Declare War option shows up.

What do I do from here?

Each time I pick the country, declare war, and hit ok, it says

Attack Target: Blah blah

Strike Type: Declare War

Military Status: Attack plan generated!

I"m confused..

I finished top 10 in game C last set and I didn't see an option to move to Game A. How does that all work?

It looks like there are only 5 Commie's in the top 25 this set. There are probably some other Indy's out there but what other strats kept the public market for military on the buyer's side? At least thats how it seemed to me.
