depends on how early you get it.
i ran with pretty much only indy tech. if you buy any of the tech, with 600+ (most of the time) turns you end up paying it off and having gains. i just do the math. if i bought 100k residential tech at 3000, that'd cost me 330,000,000. On 18k that would boost residential to 149.96% So, if the population was 180k with a pci of $16, it'd raise revenues from ~$1,008,000 to $1,511,596.80. Which is a net increase of $503,596.80 per turn. So, it'd take 656 turns to get your return. After that, the tech becomes positive income.
It's more important to do this with indy tech. Say you have 20k ICs, that produces 2.5 jet/turrets per IC per turn. So, it'd make 50k jets or 50k turrets per turn. If you bought 150k tech at $2856, it'd cost $471,240,000, and raise indy production to 144.01%, or 72,005 jets/or turrets per turn. This is an increase of 22,005 per turn. I like to go low and say I can sell these on the market at $111. That means its a net increase of $2,178,495 per turn, taking you ~216 turns to recoup the cost of the tech. This is a little more complicated math though, because in reality, the extra military costs you more per turn to maintain, so each additional turn is slightly less of a gain than the one before. I'm not good enough at math to do these types of calculations, but I get around it by doing this:
I look at how many turns I have left to play in the set, since with CI you get to run every turn til the end, and I multiply my production X this number, and add it to my current NW. I can then determine if making a grab, building the ICs, and spending those turns will have a higher ending cap. Here are some notes from when I ran the CI:

So here, I grabbed and build ICs and the max possible NW went down, so I stopped grabbing because I found that grabbing and building cost more than just cashing and sitting.

Here I was just cashing turns and logging what my expenses were, so in the future when I run CI, I can guess better as to my true ending NW after you account for the costs to maintain the military as you grow each turn. With this country, I dropped off 15m NW from the MAX ENDING POSSIBLE NW. That drop off was due to selling off military to fund cashing out the rest of my turns. Hope this helps!
