Before you start building other buildings, focus on building Construction Sites. This will allow you to build other buildings faster and more efficiently. Generally, you want to first build 20 CS, then spend a couple turns building farms, then build another 40 or so CS, build a few turns' worth of farms (explore for more land at that point), then build up to 100-180 Construction Sites, then continue building other buildings for the rest of the set. This will allow you to spend fewer turns building buildings, leaving you more options to explore, attack, and develop your country.
You posted that exact same message on numerous other country threads. Given this person's country, it is clear that you haven't even bothered to look at his country before posting this advice, which for an indy, you're advice is faulty.
As an indy, he should not have any farms or oil rigs, he should be purchasing food & oil from the market rather than producing them himself. And as an indy, he shouldn't give such an extreme focus to building construction sites early on as you claim. 240 CS before he builds a single industrial complex is a horrible way to play indy.
Its okay to post the same message over and over if it actually applies to that person's country, but please ... look at their country before you post. Otherwise, its just spamming.
