Have almost 9500 farms, 160% ag tech, and after getting attacked a bunch, and rebuilding, only making 18k bushels per turn? How is that possible? Was making multiples of that before attacks

More than likely low population. Production is population based, and if you are still below 80% of max, your production will suffer.

Are you still gaining hundreds of civilians per turn ran? That is why. If not, then I need more details for a diagnosis.

Your population is far too low. You have to be gaining civilians unless you are Bioed.

Run a turn, and see how many civilians you gain or lose. It will tell you right at the bottom of the turn results.

Definitely leave it at 35. You'll need to run quite a few turns before you'll see everything regain.

If you're constantly being Guerrilla Striked (which is what is likely happening since you're losing population). You're going to keep losing population as quickly as you gain it. You need to stop the attacks so that you can regain population. If you can run 50 or so turns you'll start noticing your population growth will boom. Your population could grow by over 1k a turn. It will then level off again after that boom... that is when you have recovered.

But first things first, you have to defend those attacks so they aren't successful in killing your population.
